Update from the Board:
Now that all the roads In Greystone Crossing have been turned over to the County/State, there are now applicable NC General Statutes that may impact golf cart owners. These are NC State regulations and not HOA rules. The Board is providing this information simply to keep our neighbors informed.
- 153A-245. Regulation of golf carts on streets, roads, and highways.
(a) Notwithstanding the provisions of G.S. 20-50 and G.S. 20-54, a county may, by ordinance, regulate the operation of golf carts, as defined in G.S. 20-4.01(12a), on any public street, road, or highway where the speed limit is 35 miles per hour or less within the county that is located in any unincorporated areas of the county or on any property owned or leased by the county.
(b) By ordinance, a county may require the registration of golf carts, charge a fee for the registration, specify who is authorized to operate golf carts, and specify the required equipment, load limits, and the hours and methods of operation of golf carts. No person less than 16 years of age may operate a golf cart on a public street, road, or highway. (2009-459, s. 1.)
Johnston County Sheriff’s Office was contacted on March 28, 2017. Johnston County has NOT enacted an ordinance for golf cart use. Benson has the only city ordinance allowing golf cart use within the city limits. Since there is no ordinance allowing for golf cart operation, any person operating on a public street, road, or highway is subject to being cited unless the golf cart is legally registered and insured. Golf carts are eligible for registration as a “low-speed vehicle” as long as they conform to many of the same requirements of a motor vehicle. The golf cart cannot travel faster than 35 mph and must have the following;
- Brake lights
- Turn signals
- Tail lights
- Reflex Reflectors
- Parking brakes
- Rearview mirrors
- Windshield with wipers
- Seat belts
The low-speed vehicle must be inspected by a DMV License & Theft Inspector to insure full compliance prior to issuing a title.
